I am reading about noise abatement in some congressional report.

First, what are the stages? There are four of them, right?

What planes fall in which stages?

This report says that hushkits are bad becuase they increase fuel consumption on takeoff by 50%. Is this true? What palnes have hush kits?

What do they do to keep aircraft noise down?

There are currently three stages or chapters (as they are known in Europe) established by ICAO with Stage/Chapter 4 in final stage of development. In the US all aircraft weighing more than 75,000 pounds GTOW were required to meet stage 3 noise limits by January 2000 in accordance with the Airport noise and capacity Act. This could be done by meeting the rule at certification, modification of the engine (hush-kit) or re-engineing. Most of the modified airplanes went to the desert in the industry downturn following 9/11 although a few are still operating.

What determines the noise level reduction? Is it a specific limit like "can't sound above 120dB"?

Maybe Appendix B will work:

So what planes fall under each category? Any aircraft having trouble meeting such deadlines?

I'd say NW has about 150 of them!  Wink/being sarcastic

Firings, if well done, are good for employee morale.
