A320 ND Adjustment

What's the purpose of the A320's ND dual-knob adjustment? When adjusting the brightness, I noticed the outer (longer) knob affects the display while rotating the inner knob (shorter) doesn't have any effect. So, what's the purpose of the inner knob? Thanks.

The other knob adjusts the weather radar display brightness, separate from the navigation information.
