Reconfigurations like this get an STC (Supplemental Type Certificate).
How far they drill down into 14CFR25 may vary between various FAA ACO and ODA, but I know that all my engineering work must be 100 percent compliant without exception.

I don’t think it falls under seat design specifically, but rather open sightlines for the flight attendants. That is a major consideration. That's what I call an un-contained engine failure. Lets not assume its a MRO specific issue. There are a lot of reasons this could happen. That's why UA has FlightTest operations, in air test flights after heavy maintenance. Flight testing (done more than a few) won't detect this sort of in service...

They test these engines for failure. But it seems like when they fail in real life they are uncontrolled more often than not. That was a detonation. On 747 the gasper is 100% recirc air sucked in from above the ceiling just aft of the upper deck.

On 767 and 777 it is a mix of the conditioned air (that is partially recirc) and recirc air from above the ceiling.

On 737, A330 and A340 it is the same air as the conditioned air system.

As a side note, on many aircraft the flight deck air is taken off the packs before it gets to the mix manifold so no recirc air gets into the flight deck supply during normal operations.

Another difference between flight deck and main cabin air on 744 is the f/d gets a humidifier dumping moisture into the ducting below the main cabin floor on the left side.
