I think you are avoiding the issue. If it is a war crime to target civilian infrastructure, it is a war crime whoever does it.

Agreed, the magnitude of such crimes committed by Russia dwarfs those committed by Ukraine.

If the role of the ICC is to prosecute enemies of the West, it has no real value.
