Have taken several trips to the tropics (Costa Rica), and I have personally found that there is only 2 seasons down there, WET and DRY, and always hot and muggy around the coasts. Same with Columbia.

Looks as they may have been reserved spots. Consider, if you had parked in someones reserved spot here in the USA, your car would/could have been impounded, costing you alot of money to get it back from the towing company. Gratefully it was only a flat tire and no one was hurt.
