Regarding the level of "intoxication", ultimately the captain at his or her discretion, has the final say if you are fit to fly or not. Of course if you are totally wasted the CSO will make that decision.

The fire was in the bulk hold where most airlines put their dangerous goods cargo, luckily that Emirates choose to put their dangerous goods in the main hold.

(Educated speculation)

The aircraft landed before the curfew and was not allowed to use reverse thrust, or full reverse. High brake temperatures that caused the fire, may have been due to excessive barking in the absence of reverse thrust???

Boeing did it for Qantas, because the normal 100 model would not make the range over the pacific, from Honolulu to Nadi. The shorter military 120 or 138 version made the range, so they decided on it
