While they were comparable to the larger 737 bins, in terms of size, they hang much lower without very stiff springs. Even with the heavy springs, people would bump their heads much more easily ...

The very reason why it doesn't stay down is because if it stays down, even more people will hit their heads like the two previous replies have mentioned. The 737 design is definitely better in this respect.

While correct, it might not be adequate explanation for a person without knowledge of the issue. The pax aircraft is slightly nosed down. So Airbus had to use a longer nose gear to level the floor. The "dome" is to provide more room for the longer nose gear.
