The tab on the seatbelt is for the airbag system. When the seatbelt is buckled the tab completes the circuit and the airbag is ready in case there is an event. This way if an airbag seatbelt is unlatched during an event it will not activate at the unoccupied seat.

When an aircraft is equipped with airbags the occupant can adopt any of the brace positions. The airbag will take the path of least resistance to protect the occupant. You can even have a lap child in rows with airbags as the airbag would inflate around the child...path of least resistance!

I could be wrong, but I believe the Flight Deck uses the NO SMOKING sign to signal the Flight Attendants during different phases of flights. I am sure they could use the FSB too, but it is sometimes hard to change procedures that are so accepted by two different departments.
