First, the goal of a television network is to get ratings. The truth is, FOX gets excellent ratings - far more than CNN, even though FOX is not available in as many areas as CNN.

But the article mentiones that the Disocvery Channel will be airing the program, not FOX.

Perhaps the Associated Press purchased the photo from the photographer; in this case, they own it (based on the contract signed between the AP and the photographer.) But if they own the photo, they can take the credit for it.
