Probably not. The Navy Yard is across the river from DCA. As well as Bolling Air Force Base. One of my friends from High School works at the Air Force base, and they are on complete lockdown.

SFB is a very hard airport to spot at due to the private hangars around the property as well as FBO's around the perimeter. Be cautious as the aircraft owners will not hesitate to call the police to report you.
