In my personal opinion, row 36 is better than 19. In both you get extra legroom, but in 19 you get a lot more people congregating around throughout the flight.

No need for them. In most cases they do not produce lift, they produce downforce. As such, they do not generate the wingtop vortices, the increases drag, like a wing does.
