Two things:

1) Cargo is always loaded before bags so bags are unloaded first as they have priority.
2) As a flight dispatcher if cargo is gonna cause us some delay we won't load it.

So I find it strange you're delayed by cargo loading.

Exactly, it appears to have a lot to do with dutyfree apparently and the losses they would suffer.
