What Is Coming Off Of This F-18?

I came across this picture and it caught my attention. What is that 'smoke' coming off of the tail of one of the F-18s. Is this some sort of overflow valve?... since he is tanking up.

nice picture. it happens pretty regularly. it's just fuel venting out of the fuel dump valves. i can't really give you specifics on why it happens cause i don't know. but it's normal
