Coast Guard Billing.

Fri Jan 03, 2003 8:09 pm

Ok guys here is the deal.

New Years day my brother was called out with the Volunteer Fire Department to stand by with an ambulance because of a reported boat sinking with two adults and five kids on board. A HC-130H was flown up and did a search as did a HH-60J and a HH-65. In the end the call turned out to be a hoax and the search was knocked off about 3 that afternoon, after everybody was pretty much convinced that this guy shouldn't still be able to click on the radio if he had spent all that time in 32 degree water.

The Coast Guard and rescue agencies can and do seek reimbursement of expenses from false searches. This is in addition to the very serious prision terms that can result from an intentional false alarm.

He knows that the three ambulances that spent 5 hours on standby down at the dock are $500 a pop for the call. Then there was the Trooper boat that took him and a number of members across the bay to walk the beaches on the other side. No word on what those run at.

The Herks spent 12 hours on Scene and the two helicopters where on site for 8 hours between the two of them.

Does anybody have any idea as to the cost per hour that the USCG is going to try and recover for the use of those airplanes per hour?

Given that the rental for a Cessna 172 is $100+ an hour for just the aircraft...

Let's say $1000 an hour + crewtime for each aircraft, something similar for the boat.
Should be about $25000 + payment for the crew + the ambulances. Make it $50000 total (not taking into account money spent on the bases for controllers etc. and time en route).

1000 an hour is way too low.

I charge $1800 for medivac use of a Lear 35.

And there is no way that a Helicopter costs less then that. I can't see the Herk going for less the five figures an hour.

Remember the CG doesn't have to make a profit. Props also cost less than jets to operate.
Your $1800 includes pilot, nurse, etc? Remember I calculated those independent and as a lower limit.

The term used is "cost recovery." With my local government there is a rather complex formula used to determine how much to bill. (ie...a drunk driver causes a crash. He can be billed for the fire equipment, ambulance equipment, police equipment etc...that was used at the scene.) The formula invovles man hours invovled, types of equipment used for periods of time etc....SOmetimes the cost recovery payment is set aside in a plea bargain arrangment.

In some cases insurance can also cover some of it had it been a real call...since this was a hoax...I imagine these people will be pulling their pants pockets out soon...

I imagine to run a Herc is about $3000-5000 per hour DOC...

If it is a real distress call, ie...your boat is sinking, there is no charge. Cost recovery is done when someone does something intentional, usually a criminal act. In addition to criminal charges they go for the cost...and insurance won't cover it.

Related to this cost recovery thing are the repeated episodes when hikers get lost in the mountains and military helos are dispatched to perform SAR missions. This happens a lot in the states, and I think in most cases, because they are legitimate emergencies, the rescued people do not repay the operating organizations for any of the cost.

Still, I feel these people are costing the taxpayer a great deal, and there should be some sort of payback. In New Hampshire's White Mountains there are a great many of these cases every year, usually involving SAR missions by the H-60s of the NH ARNG at Concord.

Some areas that are high risk are now requiring hikers/clibmers etc to pay for an inurance policy (through a use permit) that will partially pay for rescues. But that does not pay for the risks the air crews and rescue people have to take to bail someone out of their own stupidity.

The problem is that they have to catch him.

Since he was using the police band, his signal was being bounced off about four different repeaters so they wheren't able to trianglate the signal.

A week later and nobody knows who it was yet.

So far what I know was involved in this 13 hour search was.

2 C-130H's
1 HH-60
1 HH-65
The USCG Roanoke Island 11O foot long patrol cutter
The USCG Auxillary boat and a State Trooper Boat where also used. Neither ot them where small both around 40 foot.

I hope they catch this guy.

It was a pretty expenive search.
