I would think that the USAF
would want to establish the new tankers in the Northeast. The reason being, during the latest actions with Iraq almost ALL
C-17's, and most C-5's were refueled off the NE coast of the US on there outbound to Europe. C-17's because of there short range (non-ER models), or to avoid a stop in Bangor, ME
for fuel. The C-5's because of the heavy loads, and some short runways at the bases cargo was picked up, they simply had to sacrifice fuel to get airborne, and thus required a tanker.
Now I know that the tankers can go TDY, or fly long distances to get to there refueling tracks to perform their services, but we will have a presence in the Middle East for sometime to come, and to me it makes since to have the infrastructure where it is needed.
