Why not an Orbital Docking Vehicle? A capsule that would be compatible with all international manned return vehicles, regardless of their mission. Whether they are returning on a shuttle mission damaged in flight, coming back from the moon or Mars, or from an emergency at a space station. Always there, in predetermined orbits, serving as either lifeboats or routine return vehicles.
Cameras shoot pictures. Guns shoot people. They have the guns.
