Luftwaffe A310 VIP Question.

I have a question only a Luftwaffe airman could probably answer.

On the tail of the Luftwaffe A310 VIP "Bundesrepublik Deutschland" aircraft, there are two or three words written under the flag on the tail. I am just curious as to what those words are. I have never found a picture where they are big enough for me to make out.

Also, does anyone know what the setup of this aircraft is? Is it a flying Bundeskanzleramt with offices and sleeping compartments, etc, or is it just seating like an airliner? Does it have countermeasures?

I understand that one was equiped with luxury furniture and marble covered bathrooms by chancellor Kohl, but I´ve never been inside them. I see them regularly on the military side of CGN (where they are based), but also I never noticed the inscription on the tail. Whenever I saw them take off comments were usually "There fly or taxes!"

All what I heard about 10+21 and 10+22, the two VIP A310s, is that describing the interior as "humble" is already an euphemism.

They have 3 classes, First Class with face to face seating. A very small conference room, restrooms and two bedrooms. Rest- and bedrooms must be very simply equipped and quite small. There was once a documentary in either "Focus" or "Stern" magazine describing especially the private rooms as allapart from statesmanlike. There is also satellite communication on board.
