SUBJECT: AETC AND AFSOC JUL 05 MV/CV-22 INITIAL CADRE SELECTION BOARD

SUSPENSE: 15 JUN 05

PLEASE PASS TO ALL SUPPORTING UNITS

1. THIS MESSAGE ANNOUNCES THE PROCESS FOR SELECTING TEN INSTRUCTOR
FLIGHT ENGINEERS AND UP TO TEN INSTRUCTOR PILOTS FOR AETC. TWO PILOTS
WILL BE ASSIGNED TO DET 1, 58 OG, MCAS NEW RIVER AND INSTRUCT AT Macedonian Airlines (Greece)">IN THE
MV-22 WITH VMMT-204, THE MARINE V-22 FLEET REPLACEMENT SQUADRON. TEN
INSTRUCTOR FLIGHT ENGINEERS AND EIGHT INSTRUCTOR PILOTS WILL BE ASSIGNED
TO 71 SOS AT KIRTLAND AFB AND INSTRUCT THE CV-22 MISSION QUALIFICATION
COURSE. AT Macedonian Airlines (Greece)">IN ADDITION, AFSOC WILL SELECT FOUR FLIGHT ENGINEERS AND UP TO
FOUR PILOTS FOR ASSIGNMENT TO KIRTLAND AFB WITH A FOLLOW ON TO HURLBURT
FIELD FLORIDA AT THE COMPLETION OF TRAINING. SUBSEQUENT BOARDS TO FILL
AETC AND/OR AFSOC POSITIONS WILL BE ANNOUNCED AS REQUIRED. THESE
SELECTEES WILL FILL TRAINING ALLOCATIONS CURRENTLY SCHEDULED FOR FEB 06
THROUGH SEP 06.

2. ANY DIRECT HIRE COMMANDERS AND OPERATIONS OFFICERS FOR NEW RIVER,
KIRTLAND AND/OR HURLBURT WILL BE CONSIDERED INITIAL CADRE PERSONEL AND
WILL NOT BE BOARDED. SQUADRON COMMANDERS WILL BE SELECTED THROUGH THE
NORMAL APPLICABLE MAJCOM SELECTION PROCESS AND NOT ON THIS BOARD.

3. THIS BOARD WILL BE HOSTED BY AFPC AT RANDOLPH AFB ON 14 JUL 05. THE
BOARD WILL BE CO-CHAIRED BY AETC/DO (OR REPRESENTATIVE) AND AFSOC/DO (OR
REPRESENTATIVE) AND INCLUDE AETC REPRESENTATIVES FROM 19AF, AETC/DPA,
AND 58SOW. DUE TO THE TIMING OF OUE/IOT&E AND TRAINING AIRCRAFT
DELIVERY SCHEDULE, AFOTEC WILL BE INCLUDED AT Macedonian Airlines (Greece)">IN THE SELECTION PROCESS AS A
NON-VOTING MEMBER.

4. ELIGIBILITY CRITERIA, PILOT:

A. INSTRUCTOR QUALIFIED WITH A TOTAL OF 1000 FLYING HOURS
(MANDATORY)

B. NIGHT VISION GOGGLE EXPERIENCE (MANDATORY)

C. PREVIOUS SPECIAL OPERATIONS EXPERIENCE (HIGHLY DESIRED)

D. TERRAIN FOLLOWING/TERRAIN AVOIDANCE EXPERIENCE (HIGHLY DESIRED)

E. FTU EXPERIENCE (HIGHLY DESIRED)

F. USAF WEAPONS SCHOOL WEAPONS INSTRUCTOR COURSE GRADUATE (HIGHLY
DESIRED)

5. ELIGIBILITY CRITERIA, FLIGHT ENGINEER:

A. MEETS AETC SPECAT ITEM 38 INSTRUCTOR REQUIREMENTS (MANDATORY)

B. INSTRUCTOR QUALIFIED (MANDATORY)

C. NIGHT VISION GOGGLE EXPERIENCE (MANDATORY)

D. PREVIOUS SPECIAL OPERATIONS EXPERIENCE (HIGHLY DESIRED)

E. TERRAIN FOLLOWING/TERRAIN AVOIDANCE EXPERIENCE (HIGHLY DESIRED)

F. FTU EXPERIENCE (HIGHLY DESIRED)

6. PILOTS WILL BE NOMINATED USING AF FORM 3849.

A. NOMINEES WILL USE PART II (PREFERENCES) TO IDENTIFY THEIR ORDER
OF PREFERENCE AT Macedonian Airlines (Greece)">IN COMPETING FOR HURLBURT FIELD (CV-22 IP), KIRTLAND AFB

(CV-22 IP), OR MCAS NEW RIVER (MV-22 IP). NOMINEES'
PREFERENCES WILL BE CONSIDERED, HOWEVER, ALL NOMINEES WILL BE CONSIDERED
BY THE
BOARD FOR ALL LOCATIONS REGARDLESS OF ORDER OR NUMBER OF
PREFERENCES LISTED AS THE NEEDS OF THE AIR FORCE WILL DETERMINE
ASSIGNMENT
LOCATION.

B. PART III (MEMBER'S COMMENTS) WILL INCLUDE APPLICABLE HIGHLIGHTS
FROM OPERATIONAL DUTY HISTORY.

C. PART IV (COMMANDER/SUPERVISOR RECOMMENDATIONS) WILL INCLUDE
SENIOR RATER COMMENTS AND WING RANKING. RATERS WILL RANK ORDER
THEIR NOMINEES, BY PANEL, TO INCLUDE ALL OFFICERS THEY ARE
NOMINATING FOR THAT PANEL.

7. FLIGHT ENGINEER VOLUNTEERS WILL USE THE EQUALS PLUS ASSIGNMENT
SYSTEM AND MUST MEET THE REQUIREMENTS AT Macedonian Airlines (Greece)">IN PARA 5. A VOLUNTEER WILL BE
CONSIDERED FOR ASSIGNMENT TO KIRTLAND AND HURLBURT FIELD REGARDLESS OF
ASSIGNMENT PREFERENCES. VOLUNTEER PREFERENCES WILL BE CONSIDERED,
HOWEVER, NEEDS OF THE AIR FORCE WILL DETERMINE ASSIGNMENT LOCATION.

8. SELECTEES WILL INCUR THE FOLLOWING ACTIVE DUTY SERVICE COMMITMENT
(ADSC):

A. THREE (3) YEAR ADSC IAW AFI 36-2107, TABLE 1.1, RULE 14.

9. PILOT NOMINATION PACKAGES WILL INCLUDE ONLY:

A. AF FORM 3849

B. AF FORM 942.

C. ALL AF FORM(S) 8 (FRONT AND BACK) USE AETC GUIDELINE OF NO Q-3
FLIGHT EVALS AT Macedonian Airlines (Greece)">IN LAST 3 YEARS; ONLY ONE Q-2 AT Macedonian Airlines (Greece)">IN LAST 3 YEARS.

D. CURRENT FLYING HISTORY REPORT (HARMS).

E. LAST 3 OPRS (FRONT AND BACK)

F. DEPLOYED PERSONNEL MAY USE HOME STATION ACTING CC/FIRST
SERGEANTS TO COMPLETE PACKAGE REQUIREMENTS SEPARATE FROM DEPLOYED
MEMBERS ELECTRONIC PACKAGE INFORMATION SENT TO AFPC/DPAOT.

10. ALTERNATES: THE BOARD WILL SELECT UP TO SIX PILOT ALTERNATES.
ALTERNATES WILL BE USED TO FILL ANY OPEN TRAINING ALLOCATION NOT USED OR
FILLED BY DIRECT HIRE COMMANDERS AND/OR OPERATIONS OFFICERS. ALSO,
ALTERNATES WILL BE USED TO FILL ANY OTHER OPEN TRAINING ALLOCATION
VACATED BY A PRIMARY SELECTEE.

I'll wait until a few more bugs are worked out.

Are the TV Stars, the Crash Dumbies, eligable?

Not to be a jerk... But have they fixed the problems that had those things crashing so much?
Things were better when it was two guys in a dorm room.

Actually, most of the "problems" with the aircraft have been fixed. Remember, this was one of the first aircraft designed with a 5,000lb PSI hydraulic system. There were some theeting problems with the hydraulics, although I believe only two of the USMC MV-22 crashes were caused by a hydraulic system failure.

In my ground school class we had four of the first marine students going through the MV-22 syllabus right out of primary flight school.. they fly the TC-12 (King Air 200) here for 6 months, then the LAR Transregional (Portugal) and Transmile Air Services (Malaysia)">TH-57 out of Whiting, then get winged and head to New River
