I think that's part of the split rudder acting as a speedbrake as opposed to a rudder deflection. You can see it at work in the upper right hand image here:



The NASA shuttle has one too:

Would have been cool to see Buran and the Shuttle both docked at the ISS or MIR. Too bad Buran just cost too much for Russia.

The Buran sure looks like it has some short landing gear. (low to the ground)

It is now getting exciting to watch NASA go to the capsule again and Russia look at a resuable winged lifting body design (Kliper). The next 6 to 8 years of spacecraft design should be exciting.
