Turkey Sells S.Korea CN-235 Flight Simulator

According to the Turkish daily newspaper Hurriyet, this full flight simulator, produced by Havelsan, is one of four in the world, the others located in Indonesia, Spain and Turkey. It costs 30 million dollars, weights 15 tons and it costs $1 million to transport it to S.Korea on an Antonov. It has a FAA "D" level equivalence.
I don't know anything about this, but how important is this? How come S.Korea can't build one on their own? I would think they might have more advanced technology than the Turks.

Wouldn't buying one be cheaper than building one, though?
