This sounds like a job for Mythbusters.....

I would understand (barely) if the kite string was steel fishing leader, or (more understandable) the type of nylon lines that Small to medium sized boats used (obviously would take a huge kite).

Not if it was a big kite with a nylon string as mentioned in the report. The reel of a 100-lb test line would likely be violently yanked first from the kid's hands, before the line snapped due to tension or was cut by the rotor blades. From there, the line would just be unwound until it fouled the rotor. It's kite flying season and kids are off from school so extra precautionary measures should have been in place. Is it known if the Huey was part of the batch of surplus helos that were recently received?

I think I remember a story about a Aero Commander that snagged some kits kitestring on landing, Dragged her a bit, and left a 1 inch deep grove in the wing of the aircraft.
OBAMA-WORST PRESIDENT EVER....Even SKOORB would be better.

Back in the 1980s, a US Army UH-1H got snagged in a kite line in West Berlin and had to execute an emergency landing in a garden in the district of Spandau. Nobody got hurt and after mechanics removed the line from the rotors the helicopter could fly again.
