F-22 Safety Issues?

Due to some problems with Alcoa, will the first production batches of F-22 be dangerous for the pilots??
It seems Boeing has some difficulties controlling the quality of their suppliers !!!

Who will have to be responsible in front of the Air Force for the extra costs? Lockheed Martin, Boeing??

Whoever signed the contract with the Air Force methinks... So the chain leading to responsibility should be USAF (customer) --> Lockheed Martin (finished product) --> Boeing (subcontractor manifacturing the section of the fuselage containing the defective part) --> Alcoa (manufacturer of the defective part). The last will probably have to pay for extra-costs.
If God had wanted men to fly he would have given them more money...
