What will happen to the Willow Grove field once the military is gone? Is it going to be converted to the civillian airport like it was once planned?

No the local NIMBYs fought tooth and nail against allow commercial, cargo or FBO operations. The airfield will be transfered from the Navy to the Air Force to be operated by the PA Air National Guard, that Guard Unit though is losing their A-10s and no new aircraft has been assigned. Many believe they will be the first to receive the new C-27Js, besides the Air National Guard many Federal Agencies will move to the airfield as well as Army Reserve Units and the Headquarters of the PA Army National Guard 56th Stryker Brigade Combat Team. It will be a center for Emergency readiness and Homeland security, not a lot of flying missions though.
