More interesting than the boilerplate reentry module though is the drawing of the complete spacecraft and launch vehicle..... Appears to have some sort of service engine, indicating an orbital manuever capability, or is it just an upper stage??

Interesting article, ZANL188. Tx.

I'd say the nozzle at the base of the crew module is definitely for on-orbit manouevring. The GSLV-III should have more than enough power to put the thing into LEO.

Why is India doing this ? Same reason as China, I'd say:

-- demonstrate to the world that they are technologically advanced;
-- show their own citizens that the government can set and attain goals -> therefore support the government.

I would be surprised if this was just a one-off. There will most likely be a programme of at least several flights, and I would not be surprised at all to see a man-tended lab appear in the near future.
Nostalgia isn't what it used to be.
