Just to clarify here, only IL9 96012 and 96016 are fit to transport the President. Aswell as one IL
-62 which only transports the Foreign Minister (Lavrov) and one TU
-214 (one more coming) as they have special communication equipment that is able to remain in contact with the Armed Forces plus the built in "nuclear suitcase" (which launches ICBMs should the need arise). The other IL9's plus the other IL6's plus the Tu-154's do not have those abilities. Another factor is that only 96012, 96016 and one of the IL6's have pure VIP configs (stateroom, conference room and a small "Y class" area for reporters/security in the back. The other IL9's (as far as I know) are for lesser state officials and are mostly a J class config though the aircraft. Also, I don't believe that they have anti-missile defences built in, but don't quote me on that.
The falcons were to replace the YAK40, the T214's the T154's and IL9's the IL6's. The Airbuses are probably to bridge the gap between the (fairly large) T214 and small Falcon.
P.S. From what I have heard, Foreign Minister Sergei Lavrov is a pilot license holder, so maybe he, like many of us here just enjoy flying the IL6, and does not bother asking to use one of the IL9's (which is almost as effecient for an aircraft twice the size).
