Russian Government Buys 2 IL-96-300s & 2 A319ACJs

Quote:
Russia will purchase two Airbus jets for its leadership in a deal worth $235 million with a European aircraft manufacturer despite promises to help its own struggling aeronautical industry.

The Russian government announced on Thursday it is buying two Airbus A319ACJs from EADS, headquartered in Toulouse, France, as well as building two Russian Ilyushin Il-96-300 airliners for President Dmitry Medvedev.

The A319ACJ deal is quite surprising with the current import restrictions on certain foreign aircraft types. Not really consistent policy, but from an aviation enthusiasts view it's great!

Don't the Russian govt already operate 2 VIP IL96's? Are these news one replacements or additions to the fleet?

A little bit unexpected - but quite reasonable.
I think it is a stupid policy to keep only Russian aircraft for government purpose.
Perhaps it might apply to some officials and particular missions (GLONASS instead of GPS and alternative "Internet" communication).
But for ordinary transportation of officials - it's quite alright.

Yes, but they also have some older stuff. I'm not sure how much is still in service but I've seen fairly recent images of Il-62s and Tu-154s in Russian government colors (some of them might be strictly military though.) Russian posters, please correct me if I'm wrong.

4   RA-96012, RA-96016, RA-96018, RA-96019

The two new ones will most likely be: RA-96020 and RA-96021 which have already been partly assembled.

Most likely additions as the oldest is built in 1995, the other 3 in 2003, 2007 and 2009.

Yeah, everything from An's, Tu's, Il's, Yak's is still active for various officials. Foreign Minister Lavrov often uses the IL-62.

You are right.
And apparently the time has come to let those great IL-62M go.
It is simply confusing that the only IL-62M flying are those owned by feds.
I am not sure about TU-154M though.

The 7 gov Il-62Ms are actually not so old as everyone thinks: built in 1984, 1986, 1987 (2x), 1988, 1992 (2x).

Oldest Tu-154M is only from 1987, the youngest are from 2001, 2005, 2008.

Tu-214 fleet is very young, all 7 are built between 2002 and 2010 with deliveries going on for at least 6 more.

The Tu-134 fleet is older with the oldest frames well in their 30s and youngest is 27 years old. Same goes for the Yaks, they're built between 1976 and 1980. Let's not talk even about the Il-18s, they're 45 years old and still flying.

Will the planes be ready for Medvedev before his term is up in May of 2012?

It appears Russia lags behind the other former Soviet republics in acquiring decadent western transportation for its officials.

If they could pick up two foregone delivery slots for green frames now, there would be sufficient time for special equipment integration and testing, and interior outfitting. Question is whether the completion centers' cry of being heavily backlogged is real.

Russia seems to have developed a taste for French ships and planes of late.

Just to clarify here, only IL9 96012 and 96016 are fit to transport the President. Aswell as one IL-62 which only transports the Foreign Minister (Lavrov) and one TU-214 (one more coming) as they have special communication equipment that is able to remain in contact with the Armed Forces plus the built in "nuclear suitcase" (which launches ICBMs should the need arise). The other IL9's plus the other IL6's plus the Tu-154's do not have those abilities. Another factor is that only 96012, 96016 and one of the IL6's have pure VIP configs (stateroom, conference room and a small "Y class" area for reporters/security in the back. The other IL9's (as far as I know) are for lesser state officials and are mostly a J class config though the aircraft. Also, I don't believe that they have anti-missile defences built in, but don't quote me on that.
The falcons were to replace the YAK40, the T214's the T154's and IL9's the IL6's. The Airbuses are probably to bridge the gap between the (fairly large) T214 and small Falcon.
P.S. From what I have heard, Foreign Minister Sergei Lavrov is a pilot license holder, so maybe he, like many of us here just enjoy flying the IL6, and does not bother asking to use one of the IL9's (which is almost as effecient for an aircraft twice the size).  Wink

Any chance that he will run again, or will he step down in favor of Mr P?

Very possible. Not sure if Putin will run.
If the two square off, Putin's got my vote.

There are currently four scenarios, in order of likeliness:
1) Medvedev goes for second term
2) Both will run
3) Putin alone goes for third term
4) They both don't run and will select an outsider.

Medvedev has over the past few years and months incredibly enlarged his power base and replaced key personnel with his own men.
