There is always a solution. If on Win 95, click Start, Shut Down, Restart in MS-Dos Mode, and wait. The screen will go black with your MS-Dos prompt in the corner, i.e. C:/>. They, type this:
Once you type this, press Enter. The prompt will say
Type PURGE and press enter.
This will start the re-installation process for Windows 95. It will start with the *.cab files under that directory, and eventually ask you for the CD. It will warn you if you want to go through with this, type y if you can devote your time to the process, or n and wait. If you want to return to Windows, either hit Ctrl-Alt-Del, or under the promt, type cd\ and press enter. Then type WIN and press enter. It should start Windows, as it used to with my first OS, Windows 3.1.
God has Windows come a long way from 3.1. I've worked my way up from that to ME now.
The / in the lines above should be reversed, but A.net won't show those lines.
