I mentioned syria because its meant to be a brother to the palestinains.The vote was done by the security council.not every country is own the security council at the same time. Because the palestinains have no votes, the arabs are meant to stick up for them. Either the palestinains told syria not to vote or syria betrayed the palestinains.
