Why Is There Deleted Scenes On DVD's?

Especially on comedies, I find there is a good reason for them to be "deleted scenes" and that is because they are not funny or entertaining in anyway. So why do they do they add these stupid clips on DVD's?

Well a lot of times they take them out because of time constrains and so they can put them back because they don't have to worry about time.

You make a good point but I have not seen a "deleted scene" which made me laugh.
