Do you think anyone will ever adapt the "Bush" (Pre-Emptive Strike) doctrine to say that the U.S. is a threat to the world and must be eliminated, even though China probably has the world's largest military and Russia has the most nuclear missles?
Nah!, not against the US, that would be just plain stupid. But i would expect others countries "pre-empt" another one. India and Pakistan come to mind, which have said that the might consider that course of action.
Wasn't 9/11 a kind of 'pre-emptive strike' in the sense of people thinking the US is a threat to 'their' World?
As for another single nation with an official army attacking the US pre-emptively on US soil, I don't think it will ever happen for the next 50 years or so, unless for some reason or another suddenly the world changes dramatically.

More accurately, it's called the "Wolfowitz Doctrine." And to answer the question, I don't think that any nation is currently so foolhardy. Also, in spite of the criticism for the Iraq war that the US has recieved from abroad, most people are aware of the fact that America does not seek to conquer, and therefore does not represent a threat to the world.
