Damages In Iraq - Potential Claims

I got the question for those, who are familiar with the international law.
Let’s say someone from Iraq experienced the damage caused by (for example) American forces during the war. His house was destroyed or he was wounded.

How do you see his chances to get the damage compensation in case he would like to file the claim?

I would say zero, for personal compensation, to be honest. He may get his house rebuilt as part of reconstruction, but I highly doubt he'd get compensation because of a war.
