I see what you're saying however i do believe that figure to be fairly accurate- remember we are talking about a World Cup final here, the most anticipated sporting event on the planet. And remember to a lot of countries soccer is much more than just a sport, it's a way of life. I can assure you ALL
of South America would be watching(now how many countries is that just there alone),plus most of Europe.
