Another Film ID Question

I remember some probably obscure cartoons shown to us in my first years of school (c. 1984-1986), can anyone ID them?

1) A boy mouse and a girl mouse are making music. A vulture or some such creature comes in the guise of an impressario and convinces the girl mouse to be a professional singer. I don't remember the middle of the cartoon (anyone know what happened?) but it ended with the vulture turning into a monster and chasing her, IIRC. Eventually, however, she found her boyfriend and they escaped.

2) A film about a man who could order his hat to do stuff, like put out fires, fly around etc. I have this weird memory of the man having a wheel instead of one foot, but maybe I don't know what I'm talking about.

Number 2 sounds like Inspector Gadget.

Nope. Not Inspector Gadget (at one time my favorite cartoon BTW). I think this cartoon was set in Victorian times and the man wore a suit and top hat and had a long beard. I know this is some pretty obscure stuff.
