Saddam Paid Off The French Government

Fri Oct 08, 2004 2:16 am

From Drudge:
http://www.washtimes.com/national/20041007-123838-3146r.htm

Saddam Hussein used a U.N. humanitarian program to pay $1.78 billion to French government officials, businessmen and journalists in a bid to have sanctions removed and U.S. policies opposed, according to a CIA report made public yesterday.

And people wonder why they opposed the war.........

*yawn*

Sorry, but this is really getting old. I read that France was ready to supply up to 15,000 troops in Iraq, but then the US started the whole anti-France bullocks.

It's a scandal. But of course Drudge doesn't mention the US American companies that were on Saddams payroll. Here's the list:

You read wrong. France was never planning on supplying troops to Iraq, and they went out of their way to attack the US on the world stage........Which resulted in the whole anti-France movement in the US.

You know, America can want to make up as much "France sucks" crap as they want, but the fact is that France is it's own country, and the US has no right to tell them what to do. I think the people who are anti-French just because of Iraq are stupid and have no mind of their own. France saw two wars on their own soil in the 20th century, and don't want to get into another war if they don't have to. Yeah, we saved their ass in WW2, but they saved ours in the Revolutionary War...we wouldn't be a country without them. Sorry for my rant, I just hate the whole anti-France thing. France, I love you!

hahahaha  Laugh out loud

You quoted the Wash. Times. Thats great!

"One Iraqi intelligence report "

I love how they explain in detail the source for this entire article...typical Times fashion, you have no clue which information refers to which report. The fact is only the first statement comes from the CIA report, the "Iraq intelligence report" god only knows where that came from.

"paid $1 million to the French Socialist Party in 1988"

please! So something that happened in 1988 before the first war has relevance to this arguement?

Guess what! All the WMD's were destroyed after the first Gulf war and no others have been found since. France and Germany were right and the US was wrong. Get on with life!

And I love how all these arguments conveniently "forget" to mention that we supplied Iraq with much of its weapons for their war against Iran.

AGC,

I don't understand your rip on SW. I don't think he was saying he has the right to tell France what to do...so your response needs some clarification.

I also dont see the relevance in your "whats the worst thing France could ever do to us? " arguement. France doing something to the US was never mentioned in this article or any desire for them to want to.

SW,

 Smile/happy/getting dizzy

Seeing as nobody on this forum ever fought in WWII I find it funny that a lot of these people still take credit for liberating France.

Besides all the WWII veterans I hung out with on Memorial day here in DC had nothing but great things to say about France.

Yeah good thing they blocked a harbor at the very end of the war. Really pulled us out of the hole we'd dug ourselves into.

Please, the war was already won. The French would not have been here if it wasn't. They didn't want to risk a war with England if the colonies had lost.

It was partly decided before the French came in to help us, but it was their arrival that put the final blow into the French...ok, so perhaps it's not because of them we won, but it is a big help they came in, otherwise the war may have lasted a lot longer.

I agree 100%. The French sealed the deal, so to speak. However, to say we would not be a country had it not been for them is inaccurate and somewhat ridiculous.

Using the voice of the GOP (the Drudge report and the even worse Washington Times) to back anything up is laugheable.

Bribing one former minister and a handful of businessmen in France does not equate to paying off the French government.

Saddam like every tinpot third world dictator thrived on paying bribes to win favors. I wonder how many American businessmen and politicos he paid off in the Reagan-Bush administration. You know, those guys who supplied him with funds and weapons and gave him carte blanche to do whatever he wanted to even when they knew he was using chemical weaposn to gas Kurds.

Okay: http://thescotsman.scotsman.com/index.cfm?id=1167592004

Saddam was convinced that the UN sanctions - which stopped him acquiring weapons - were on the brink of collapse and he bankrolled several foreign activists who were campaigning for their abolition. He personally approved every one.

To keep America at bay, he focusing on Russia, France and China - three of the five UN Security Council members with the power to veto war. Politicians, journalists and diplomats were all given lavish gifts and oil-for-food vouchers.

Tariq Aziz, the former Iraqi deputy prime minister, told the ISG that the "primary motive for French co-operation" was to secure lucrative oil deals when UN sanctions were lifted. Total, the French oil giant, had been promised exploration rights.

Iraqi intelligence officials then "targeted a number of French individuals that Iraq thought had a close relationship to French President Chirac," it said, including two of his "counsellors" and spokesman for his re-election campaign.
More juciy morsels from the Washington Post
(http://www.washingtonpost.com/wp-dyn/articles/A13313-2004Oct6.html):

Saddam Hussein made $11 billion in illegal income and eroded the world's toughest economic embargo during his final years as Iraq's leader through shrewd schemes to secretly buy off dozens of countries, top foreign officials and major international figures, according to a new report by the chief U.S. weapons inspector released yesterday.

...

Russia, France and China -- all permanent members of the U.N. Security Council -- were the top three countries in which individuals, companies or entities received the lucrative vouchers. Hussein's goal, the report said, was to provide financial incentives so that these nations would use their influence to help undermine what Duelfer called an "economic stranglehold" imposed after Iraq's 1990 invasion of Kuwait.
Yep, sure smells like a Republican conspiracy to me.  Nuts

B702,

Thank you for stating these sources!

The question you have to ask is did they actually influence these countries in their decision to not attack Iraq before the UN?

I would tend to think no. But I don't know s*&t. Its all just assumptions at this point.

However, keep in mind that this is nothing new...

Testimony to the US Congress
by Mr. Charles Duelfer,
Director of Central Intelligence Special Advisor for Strategy regarding Iraqi Weapons
of Mass Destruction (WMD) Programs

30 March 2004

Let me begin by discussing procurement and financing, two critical areas that cut across all potential WMD efforts. The ISG has been investigating Iraq’s procurement process, sources of finance, the involvement of foreign firms, and the specific types of goods that were sought. Iraq utilized a complex and well developed procurement system hidden by an effective denial and deception strategy. By the late 1990s, Iraq, in contravention of UN sanctions, pursued the procurement of military goods and technical expertise for military capabilities.

The primary source of illicit financing for this system was oil smuggling conducted through government-to-government protocols negotiated by Iraq with neighboring countries. Money also was obtained from kickback payments made on contracts set up through the UN’s Oil for Food program.

Iraq derived several billion dollars between 1999 and 2003 from oil smuggling and kickbacks. One senior regime official estimated Iraq earned $4 billion from illicit oil sales from 1999 to March 2003. By levying a surcharge on Oil for Food contracts, Iraq earned billions more during the same period.
--------------------------------------------------------------------------

OK this dates back to March. So it can be argued that this was common knowledge even before the war (and much ealier than what is being published today), which is the reason for the resignation of many of the people mentioned in the report dating before the US presentation of proof of WMD's before the UN.

If you want to take the anti German and French sentimate further you could argue that they knew Iraq didn't have any WMD's because they were not planning to supply Iraq with these weapons until the end of the Oil for Food program.  Smile/happy/getting dizzy

A huge conspiracy by the world against the US!!!!

If this is true I guess we should get ready to be drafted to fight a war against Germany, France, Russia, Indonesia and 20 other countries that were involved in receiving these vouchers as well as four US oil companies that are included on this list - ChevronTexaco, ExxonMobil, ConocoPhillips and Halliburton.

Its going to be a long and bloody battle!

Indeed. Lately, the lefties on this site have been demanding multiple sources of articles that say ANYTHING remotely positive about Bush or remotely negative about the rest of the world. They fail to see that most of these newspapers get their news from wires; So the same articles can be found on Yahoo or on Drudge or elsewhere.

Bullshit. You didn't say that when I asked for another source before. Only just thought it up?

When you post an article that conforms to the bias that a certain source has, can you be surprised when people ask for clarification?

France was at war with England as soon as 1778!

Seems you don't know your own country's History, guy!
That's sad for you, and you should try to learn a bit before undermining France's involvement in the american revolution.
Do you know Rochambeau? De Grasse? D'Estaing? Orvilliers?

The French involvement in the US independance war was absolutely decisive. As soon as 1776, France provided weapons to the rebels and, step by step, provided big subsidies, warships, officiers to train US troops, and then sent the whole royal fleet and THOUSANDS of ground troops to help your country to gain independance...
The help to the US colonies cost so much money to France that after the Treaty of Paris, in 1783, the french monarchy was on the verge of bankruptcy, paving the way for the french revolution(s)...
