My opinons, after seeing one of my relatives live there for about 7 years, are mixed. It all depends on which Emirate you stay in. Sharjah for example is relatively poor and took aid from KSA with the condition that they enact "Decency Laws" where even men can't wear shorts. That is something I can't stand.
Dubai would be your best bet. It is a great and SAFE place to live. But again, to raise a family it doesn't seem like the best place. First of all, religious references in textbooks are markered or torn out, and having to hide yourself to drink even water during Ramadan can be a pain. I observed there that many Indian and Pakistani residents in the UAE would send their kids back to their homeland for higher education as many of the good universities were way too expensive for the regular folk. In turn, many crap "institutes" exist that are "affiliated" with western colleges. Turns out for my cousin that her supposedly "american Bachelor of Sci" didn't count here.
Being a Westerner, you will most likely be pampered in Dubai, however I've seen that life isn't all fun and relaxation elsewhere.
