VCD Picture Quality Improvement

Any software available to improve the clarity of a VCD & then burn them again.

If the only source you have is a VCD, good luck then - the data required has already been lost.

If you have a DVD to rip from, then the following:

DVDshrink and Nero
AutoGK

Mac -
FFmpegX
MacTheRipper
Handbrake

A VCD is MPEG-1, while a DVD is MPEG-2. I've seen some MPEG-1's run through apps like QuickTimePro that have filters to clean things up a bit, but if it's bad to start with, there isn't really any great improvement to be had. A clean VCD will view rather well on a large TV screen anyway.
