Is there any way to configure the popup blocker to only allow things I click on to open?

The option is provided to open a blocked popup if you want.
Try Yahoo toolbar.

If you just want an add-on to Internet Explorer, try this:

Google Toolbar

A good all-around browser that integrates this along with many other features:

Mozilla Firefox
