Scots Police Seeking Recruits From Poland, Latvia?

In the scotsman today there's a story about how the cops in Scotland are looking to recruit eastern European cops to police Scotland.

OK.maybe I'm a naive yanqui here but does this sound as goofy as it seems?

Importing guys from Poland to the UK is funny as hell...especially funny because of the Police in Poland itself.
