I know this probably happens in other places as well, though it makes me mad when it is my State and probably some of my hard earned tax dollars. Link here and also video links available on the page to the right.

How is their contract written? If they are given X amount of dollars every year for a "uniform" allowance with no specifics on how it is to be spent, then it's the cities fault for negotiating a bad contract. If it is not spelled out what they can use the money for then they are taking it as just another benefit. I would question the store about how they are misrepresenting what is being sold as well as look at what the various contracts say.

From reading the article and seeing it on the news the store invoices what the customers ask them to, so the whole system sounds like it is ripe for fraud.
