Communications, Consumers' Choice, & Broadband....

So there are these oposing ads that the cables companies and the phone companies are running talking about legislation in congress that's going to mess up the way we get access to phone, tv, and internet.

The legislation is called :
Communications, Consumers' Choice, and Broadband Deployment Act of 2006

From what little I could TOLERATE reading it looks like it will hurt companies like Vonage. The fact that both the sponsors are not mainlanders is bothersome. I'm sure ANC will be the first to say not everything that works in AK (or HI) works for the whole country.

Is this more bloat legislation from the Salmonator (Ted Stevens)?
Does anybody have plain language insight on this from un-biased sources?
