how in the hell does this make sense?

and some pieces of information from the article:

Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.

That means that the state's per capita share of grant money, which totals $2.78 a person, will drop to an even lower level compared with some rural states, like Wyoming, which will get $14.83 a person this year
...
New York officials were given a one-page tally that explained, in part, how the region's risk-based standing was calculated. The document said the region had no "national monuments or icons," four banking or financial firms with assets of over $8 billion, 28 chemical or hazardous material sites, as well as nearly 7,000 other possible important, high-risk targets, like hospitals or major office buildings, a tally that some city officials said had major omissions or errors.

This is nothing new. This has been going on for years. The DHS budget isn't based on a rational threat assessment. It's become just another barrel of pork.

Ahhhh,.... they must have come across the new Al-Qaida plot to bomb Nebraska.... I mean, without corn this country would fall into economic turmoil!!

Congressional representatives from lower profile areas decided to allocate funds on a per capita basis and not on the basis of risk or exposure. Therefore, smaller areas get money even though they aren't as big of a risk or pose as big of a problem even if they got hit.

It's all about bringing back the pork to your congressional district. Nobody in Washington really cares about the good of the country, just how much money they can bring home in order to help their re-election campaign.
