Going To London This March... Need Ideas

I'm currently planning a trip to London for March break, and wondered if some folks could help me with a few questions.

I've already made a list of some of the places I would like to go, like the Imperial War Museum, The White Tower, British Museum, Tower Bridge, Big Ben, London Zoo, The Eye, Mill. Dome, Buck. Palace. Am I missing any?
I'm also wondering how easy, or hard, it is to get tickets to a Top Gear filming, provided everything goes well with the current situation.

Also what is a good part of town to be staying in? Are they close to the above mentioned places in London? I'm currently looking at staying in a hostel for the majority of the trip with a stay or two in a nice hotel probably before I go home. Does anyone have any experience with this? Aswell whats the easiest way to get around? Walk, the Tube, rent a car?

Hopefully I'll be flying from YYZ on a BA 747 making that my first 747 flight! (Thats the reason for the trip to London) Then doing some spotting at LHR and visiting some or all of the places I mentioned. If I know some dates, possibly have a mini-meet with a few LHR spotters.

One last question, how hard is it to rent a plane in England with a Canadian PPL? Is it just one or two check rides or do you have to take a little course?
