I would like to get some more info on this second test. I have heard it take place as well but I wonder how this one had gone. Better than the first test, higher yield or another fizzle..
One thing which was done right from all of this was the immediate condemnation by various world leaders. If DPRK wanted the attention they so desperately looking for, they got it. By means of worldwide outrage by almost all nations with nuclear technology and opening themselves for some crippling punishment.
The next worst punishments after military strikes.
However I find it comical that the nation's government were looking for a different kind of attention. Their UN ambassador was gawking at the council saying that they should instead of fuss over this "nonsense" the UN should congratulate their proud and mighty country for achieving such a scientific and technological miracle for their honorable citizens. (I am exaggerating a bit but along those lines)
Despite that, dialogue should continue to be maintained to stop them from further tests. Key players in this from what I see will be primarly China as they are their only known allies, and the U.S followed by S.Korea and Japan.
I think China will have a commanding role in getting DPRK to listen and they have yet to really prove themselves to the Western world and their immediate neighbours that they can do so.
As for the U.S. A Naval blockade would be helpful but it is also risky as any signs of US Naval ships in the region might be a trigger for war.
A country such as N.Korea that has absolutely no awareness of the outside world brainwashed by their own propogandic dictator makes them just as isolated and lonely as the Moon or the Planet Mars.

Computers with encyclopedia software in their study halls? With 19 Inch CRT Monitors! They have intranet but no internet.
This country also has one of the cleanest environments in the world and one of the lowest crime rates of any country. Because they are so strict, they at least preserve the atmosphere and safety. Thats really the only thing which doesn't bother me about this country.
