Deported While Trying To Exit The U.S.?

Customs officials at IAH did something odd this morning on a CO flight to MEX. They detained people on their way out of the country.
Does this make sense? Taxpayers are paying to deport people who had already checked in, had boarding passes, and were preparing to board an aircraft to leave the country.

No it doesn't make any sense, now we taxpayers will have to foot the total bill, of legal proceedings, housing and the flight home after they had purchased a ticket. On the bright side, guess there was room for sixteen standby passengers.

WTF if there leaving whats the point of giving them a free ticket out of the country?

Couldn't it be that they had done something wrong, and by deporting them they can't get back in, at least legally, some other time? Would make sense that way...
