Boots over here must have a different connotation.....has to do with illegal parking, etc, and the meter maids/tow truck puts a metal hub cap looking thing that has a metal prong attached to it that keeps the vehicle from moving. I'd actually be quite impressed if one could get the boot off without the specific wrench-type tool needed to do that.....
