Brits Have Their Rubbish Bins Monitored.

Sat Mar 10, 2007 9:31 am

Yes, it's true, in parts of britain you not only get your "road use" monitored but they have been putting electronic tags on dustbins to monitor how much rubbish you chuck in there.

This has happened in Norfolk, where my mother lives and no-one at the council can answer any of the following Q's:

Is this to be used to impose a tax on us at some later date?

Will we be penailsed for having more rubbish or rewarded for having less?

Will you withrdraw rubbish collections if the "monitoring" shows a collection run is "Not value for money"?

Consequently many people have been levering off the tags and lobbing them in the rubbish, there have been threats of fines if you do this but as it is possible for the tags to come off as the bin is emptied this punishment has yet to manifest.

If you remove the tag, they put another one on!!!

What next, will your poo's and wee's be counted and taxed.

I hope for the sake of most of a.net they don't consider a masturbation tax  Wink

Can we opt out by dumping our rubbish on the ground next to the dustbin?

That would be a bit hypocritical from a council.

I have a choice of rubbish bin sizes and am charged accordingly. Maybe they are doing research on offering the same. It is possible people will save some money in the future. Just speculating.

Here in NZ rubbish collection isn't part of your rates. You buy rubbish bags from the supermarket and that money goes to the contractor, the more you throw away, the more it costs you...and depending on which colour bags you buy, you get a choice of colection days.

The end result is the same but no-one is snooping on you.

Where I live trash collection is optional. I can pay to have it picked up or drop it at the recycling center. I drop a bag off a couple times a week for no charge. It's on my way to work anyhow. But if I'm doing a project or whatever and have a truckload of bags, I drop that too, no questions. They also take old motor oil, appliances, newspapers, plastic, cardboard, etc.... Big Brother isn't watching my trash..... yet.....

I work for local government in IT business support and happen to know a thing or two about what is going on here.

They chip the bin. It's kind of like GPS. The chip doesn't actually weigh the bin, the lifter does, but it knows how to identify which is which by the chip on the bin.

The idea behind this scheme varies for each council/contractor.

Some will say that they will POSSIBLY use it to have a 'pay as you dump' service - implying the less domestic refuse you dump, the less money you will pay (trying to encourage recycling).

Others will claim that they use it to make sure no-one is sticking illegal items in their bins - think; bricks, gas canisters etc. (yes, you will be surprised how stupid some people are - sending gas canisters to an incinerator!!)

There are a bunch of reason really, but those are the main two.

I wouldn't be surprised if this has links to a 2 weekly collection plan that the council is concocting.

Quoting Jafa39 (Thread starter):
there have been threats of fines if you do this

That is because it is vandalism. The bins belong to the council.

btw, it's late, i'm pissed, i'm tired - so please excuse any bad English.

I have never heard of a can chip to regulate garbage collections in the USA although there may be stickers or other regulations to make sure one has paid garbage collection fees to contractors allowed by the municipality. In some towns, garbage collections are done by a local government agency and employees paid for by your property taxes. Some locations require the use specified trash containers to allow for mechanical systems to reduce the amount of collection workers. Commercial businesses (like restaurants and larger stores) and multi-unit buildings (like apartment houses) have to have their own contracted services. Many areas require separation, with separate collection days, for trash certain days and recyclables (cans, bottles, plastics, paper, lawn waste) or you transport them to community collection facilities. Some locations may require higher fees or a limit on how much trash one can dispose on each collection. Construction debris, large amounts of garbage usually have to be disposed of via contracted services.

Interesting, I hadn't heard of that system.

I miss the bush, Drive the trash out to the dump and load it into the incinerator which was a WWII era 10,000 gallon fuel tank stood up on end with a door cut in it. Dump the trash in, pour in about 5 gallons of diesel and a match.

You didn't ask the really obvious question: how do you keep from being charged for your neighbor's fly-tipped garbage? The cow across the street from us fly-tips in everyone else's bin because she refuses to recycle.

I asked York City Council how they would prevent that and they suggested I could lock up my bin; then they reassured me that they had 'no plans' to introduce a bin chipping scheme. Yeah, right; our council is run by the Lib Dems. They'll do it.

Incidentally I have nowhere to lock up my bin, and once we leave the house for work we can't prevent the lazy cow across the street from dumping bag after bag of Carlings cans in our bin. Oh, and it gets better; if the lid on your bin isn't right down, they can refuse to empty it. So if she fly-tips us I might come back to find my bin not emptied and the council not giving a toss.

You'd think so, but this woman is insane. Her husband...who was the neighborhood grouch...had a heart attack then took a header down a flight of stairs in 2002, and other people on the street actually opened bottles of champagne. About a month after the guy died, she went on a shopping spree and her kids went insane. Her daughter got pregnant and her son just kept turning creepier and creepier. They don't talk to anyone; I don't know anyone who even knows their names.

Every Thursday morning the woman gives her son several large full bin bags and tells him to dump them somewhere else. I once stood and watched as he lifted the lid on every bin on the street and finding them full, dumped the stuff in anyway. Once those lid rules come in, we're stuffed.

What do you mean they cut them by 50%? Alternate weekly? If they cut your domestic rubbish collection by 50%, they must have increased your recycling collection. It is to meet central government targets for recycling. We all have to do this.

This is common practise throughout the country I believe. This will probably be due to loads on the vehicle. If everybody piled rubbish so high their bin lids couldn't close, you would have a very large amount of extra rubbish to collect. Trucks would have to make extra trips to the tipping site/incenerator, which means they work longer days etc..

Which would be logical and reasonable were it not for the fact that round where I live, the refuse collection is pathetic. Over Christmas/New Year the outlying villages can go three weeks without a collection. Guess what? There's a lot of it when they finally do turn up.

Which is why Christmas (at least in the borough where I work) is the only period during the year where the men actually collect rubbish from next to the bin as well.

Any other time of year though...

I ended up fighting with a bin man last year as he got rather cocky about the fact our bin lid couldnt close properly, we had 4 of us living here at the time and we only have a small bin. he took the top binbag out and left it on the road, so i rang up the council then chased them down the road and threw it in myself.

Second week they did it again out of spite and the lid was fully closed so i went out and argued the toss about it and it all got a bit out of hand. He said its down to health and safety, which my point was if your bin cant be collected due to a bank holiday, you can have as many bin bags piled high as you want ...not really a matter of health and safety then is it.

We have a giant green bin that we never use because our garden (like all gardens in our estate) is small. We have an open-top ridiculously small box for fortnightly collections of paper, plastic, etc but it's nowhere near big enough and it rains a lot here and we have nowhere to store it. Our local Sainsbury's has a recycling point so we use that instead of the council's services, which frankly are pathetic.

My local council provides us with 2 wheelie bins, a small 80 litre bin that's emptied weekly for non-recyable garbage, and a larger bin that's empited every fortnight for recyables only. While the bins aren't chipped, the council does have a habit of occasionaly sending people out to check the recycling bins when they're put out for collection to make sure that there's no garbage in them. Any miscreatants recieve a fine in the mail...........

Here they earn way more than any of us do, use council funds and get bigger trucks, or provide bigger bins which you can only have if you have a family of 5 or more :| quite ironic really seeing as the average homes here are 2 bedroomed that could only fit 3 people max in

The opposite approach happens here in Rodney District, they send someone out to check the bins and when this happens, one lucky person will win $100 for having no recycling in their rubbish bin.

Reminds me of the story about a guy who as he left his house met the postman, who gave him some junk mail. Not wanting to miss his bus he continued on his way to work and popped the letters in a public bin. Some jobsworths at the council rifled through those bins, found his junk mail and fined him a heftey sum for disposing domestic waste in a public bin.

My (English) husband thinks I'm overreacting to the fly-tipping; it's considered pretty rude where I'm from (Texas). In my mind it's stealing since they've reached the maximum capacity of the service they've paid for and now they're trying to use a service that I am paying for. It's not on.
