I am still baffled why this man was arrested; unless, of course, he was DUI. The news clip did mention he had a "40" of beer in his car.

Nonetheless, as far as I know, there is nothing illegal or wrong with a man dressing up in a bikini and walking around in public. I do not perceive it as "disorderly conduct", nor do I consider it to be "lewd behavior". I frankly do not see anything wrong with it.
