"skill Testing Questions" In Contests

I have seen many contests for prizes in which the winner must "answer a skill-testing question". This is invariably a question in fourth or fifth-grade arithmetic, completely irrelevant to the contest itself, at first glance. What is the purpose of this technicality or what have you?
