It's all about your diet. Eat more often, eat fewer calories. Then start with an exercise routine.
Everyone has "abs." It boils down to how much fat is covering them up. Cardio and weight training is a good place to start for example, leg lifts, crunches, jump rope, running, etc.
Consider your genetics also. Not everyone will have the look of perfect abs just because you work them. Most don't or won't unless they take some type of supplement(s).
Personally, I was blessed with a body that shows definition with very little effort anywhere on my body. That doesn't mean I don't have to run 4 miles three times a week and go to the gym 2-4 times a week and watch what I eat to get the body desired by most.
