AFAIK (which, unfortunately as far as current knowledge of LA
goes is not very far) the whole "internet cafe" thing isn't really big in CA
(or anywhere else I can think of for that matter).
Most Starbucks have internet access, but unless Starbucks has finished transitioning from T-Mobil to AT
&T, the pricing is identical to what you'd get at LAX

A bunch of McDonalds are offering "free" WiFi, but I don't know of a way to identify which loctaions short of going there -- and then there's the matter of transportation. You're almost certain to pay more to get from the airport to somewhere with Internet access and back as you would to just suck it up and pay the (yes, inflated) airport fee.
If your friend is traveling sans PC
, many public libraries offer free Internet access as well.
