The photographer used a device called a "Gigapan Epic" to accomplish this shot. It is a motorized robotic mount in which you clamp the camera. The retail price is under $400, believe it or not. The device is mostly for point & shoot cameras, though they list a few DSLR's that can fit into it. You set up some parameters and let it do the rest. Move, click, move, click, etc.
He took 220 shots to create the larger image.
He said (in his blog) that the snapping of the shots took 20 minutes, and the stitching together took 6 hours.
I am confused by how these pictures lined up so seemlessly considering that it took 20 minutes to capture the whole thing. He his now selling enlargements (up to 8' wide) on his site, and states that he's fixed a few errors such as the 4-eyed woman.
He also clarifies on his site that Justice Clarence Thomas is not sleeping, even though it looks that way.
